County Public Service Board

The County Public Service Board (CPSB) is charged with the responsibility of developing and implementing human resource policies and framework for the County Government in line with the relevant laws. The CPSB handles all human resource issues in the county and consists of a chairperson and other members nominated by the Governor, approved by the County assembly. Membership of the CPSB should be not less than three but not more than five other members nominated and appointed by the Governor, with the approval of the County Assembly; and a certified public secretary of good professional standing nominated and appointed by the Governor, with the approval of the County Assembly, who is the secretary to the board.

Functions of the County Public Service Board

  • Establishing and abolishing offices in the county public service.
  • Appointing persons to hold or act in offices of the county public service.
  • Exercising disciplinary control over, and removal of persons holding or acting in public service offices.
  • Promoting in the county public service the values and principles of governance and public service.
  • Evaluating and reporting on the extent to which the values and principles of governance and public service are complied with in the county public service and delivering a report each December to the County Assembly.
  • Facilitating the development of coherent, integrated human resource planning and budgeting for personnel emoluments in counties.
  • Advising the County Government on human resource management and development.
  • Advising the County Government on implementation and monitoring of the national performance management system in counties.

Matters to Consider on Appointments

In selecting candidates for appointment, the County Public Service Board is expected to consider;

  • The standards, values and principles set out in Articles 10 (values and principles of governance, 27 (4) (freedom from discrimination) 56 (c) (Minorities and marginalized groups are provided special opportunities for access to employment (and 232 (1) (values and principles of public service) of the Constitution.
  • The prescribed qualifications for holding or acting in the office.
  • The experience and achievements attained by the candidate.
  • The conduct of the candidate in view of any relevant code of conduct, ethics and integrity
  • The need to ensure that at least thirty (30) percent of the vacant posts at entry level are filled by candidates who are not from the dominant ethnic community in the county.
  • The need for open and transparent recruitment of public servants.
  • Individual performance.

County Performance Management

The County Executive Committee has the responsibility to design a performance management plan to evaluate the performance of the county public service and the implementation of county policies. The performance management plan should provide for among others:

  • Objective, measurable and time bound performance indicators.
  • Linkage to mandates.
  • Annual performance reports.
  • Citizen participation in the evaluation of the performance of county government.
  • Public sharing of performance progress reports.

County sectoral plans are to be used as the basis for performance Management and the County Public Service Board is to advice the County Government on implementation and monitoring of the national performance management system in counties.

The Governor is required by law to submit the annual performance reports of the County Executive Committee and public service to the county assembly for consideration. The performance management plan and reports are public documents and should be easily accessible to the citizens.
County Public Service

Each county has its own public service known as the County Public Service headed by a County Secretary. Other officers in the County Public Service include:

  • County Chief Officers (CCOs)
  • Departmental directors
  • Heads of various sections within every department
  • Technical staff within every department
  • Sub-county administrators
  • Ward administrators
  • Village administrators

If a public office is to be filled, the County Public Service Board shall invite applications through advertisement and other modes of communication so as to reach as wide a population of potential applicants as possible and especially persons who for any reason have been or may be disadvantaged.
