I attended Siboti Primary, Kisumu Technical High School, Kibabii High School, and before joining Moi University. I later pursued an MSC. In Management of Information Technology from the Sunderland with Jomo Kenyatta University of Agriculture and Technology. I am Business Transformation enthusiast and a PRINCE2 Project Management and ITIL practitioner. I am CISA and SAP certified consultant.

PERSONAL SUMMARY: I have a strong managerial background with senior level Government, Private / international experience and cross-industry exposure. I have good strategic experience and am able to oversee sophisticated projects with a proven track record, explicitly supporting business objectives. I am a team player, self and results driven person. I possess good interpersonal skills that I employ to engage, motivate, mentor and encourage others through change. I am focused with a consistent track record of successfully delivering full lifecycle implementations on time.

WORK EXPERIENCE: My work experience spans over 25 years stretching from an entry level of graduate trainee to my current senior management position as County Secretary and Head of Public Service of County 039 (Bungoma). I have rich experience Management and leadership in Public Sector. My active participated in digital transformation initiatives geared towards attaining organization goals in many organizations have propelled me to take on business leadership role as exemplified on the EAC Trade Facilitation initiative I was the Regional Project Manager under World Customs Organization and Corporate Business Transformation at KRA. I have worked as a consultant at Kengen, Saudi Aramco (Saudi Arabia), PTA Bank, KPA besides being a Lecturer at JKUAT. I have run  my own company as the founding CEO and worked with KPLC, Kenya National Assurance Company and Kenya National Examinations Council.

My major priority is to transform the delivery of services to the residents of Bungoma County through effective human capital management practices that will primarily focus on improved performance management culture. This will entail undertaking of targeted reforms in the way the county is structured, the processes that are followed to deliver services and building capacity and culture of our most important asset, the employees to be measurable and customer centered. This is a journey that all members of staff will need to walk for the fruits to be realized. Additionally, in order to improve and measure the service provision, I plan to move more services to the electronic platform in collaboration with key industry stakeholders.

Kenya Devolution Support Programme (KDSP). The project aims at improving and strengthening County performance through Capacity Building Support from World Bank. Its major aim is to ensure improved compliance to governance and attainment of county goals. The first Phase was completed and we are in Phase 2 of the project.

The project organization includes the focal person and 5 Key results focal persons. The County Secretary is the contact officer. The project includes 21 Counties that met the minimal criteria and is Co-coordinately through the ministry of devolution. The team leader is Joseph Kisindayi and the stakeholders include HR, Finance, Procurement and Environment.

Green. Achieved 72.0% in phase 1 assessment by The World Bank. We now aim at attaining the highest score in phase 2 assessment. The project earned Kshs. 212M investment fund from phase 1 assessment that has been put into the construction of the maternity wing of the Bungoma referral Hospital. We are looking to achieve a better performance that will earn the county more funding to finance the priority projects.

The project has been focused primarily on Capacity Building where over 1000 participants have benefited from the various training undertaken in each of the Key Results Areas. The project also included Civic education to members of the County Assembly and the Public.

am seasoned administrator having served in the previous Local Authorities,as well as the First Clerk of Nyamira County Assembly from 2013 to 2014. I also served as Principal Administrative Secretary in the  Office of the County Secretary for the County Government of Trans Nzoia from 2014 to 2017.

My aim is to bring the cumulative knowledge in public service to ensure satisfactory engagement by all stakeholders.

PROFILE

Born in sango village, East Sang’alo Ward of Kanduyi Sub-county, Collins Mukhongo is the eldest of Joseph and Phaustine Mukhongo.

Education

Mukhongo attended and did his KCPE exams at Nzoia Sugar Co Primary where he emerged the best overall. He joined St. Mary’s Kibabii High School where he again emerged the best student in the K.C.S.E. exam of 1990.He later joined  University of Nairobi where he pursued an undergraduate degree in BSc. Engineering (Electrical) and graduated with 2nd Class Honours Upper Division.

He followed up with a Masters of Business Administration (MBA) postgraduate degree.

Key Skills and Competencies

Mukhongo has a proven management record of over 10 years in Project Management, Change and Transformation Management and Service Delivery.

  • He has been a key drafter of requirements and technical specifications for many infrastructure projects at the Kenya Revenue Authority both as a member of project management team and also project manager for the National Data Centre project and Cargo Tracking Management Systems.
  • His main focus is to be the transformation catalyst for the infrastructure upgrade in Bungoma County in support of the national government’s agenda 4 through rehabilitation of feeder roads, paved roads and urbanization of the towns and markets. He also purposes to facilitate the implementation of key flagship projects like the modern stadium, level 5 medical facilities and diary facilities in accordance with engineering and project management best practices.
  • Mukhongo also aspires to infuse transformation and change traits through the county government workforce and build project management capabilities in the emerging workforce in infrastructure departments.

To develop and offer world class public administration service in Bungoma County

MANDATE

The mandate of the department is derived from the Constitution of Kenya 2010; article 6 of the Constitution divides Kenya into 47 counties and requires state organs to ensure reasonable access to their service in all parts of the republic.

At the same time, article 184 provides for urban areas and cities as unit of decentralization under the counties. Moreover article 176(2) requires county governments to decentralize their functions and the provision of services to the extent that is efficient and practicable.

The counties are administratively developed further into sub counties, wards and village units. So far, the Ministry of public service and management serves an estimated population of 1.6 million people in the 9 sub counties namely Sirisia, Kimilili, Kabuchai, Tongaren, Webuye East, Webuye West, Mt Elgon, Bumula and Kanduyi.

For effective service delivery, the ministry has 9 sub county administrators, 45 ward administrators, and 256 village administrators yet to be established who work in collaboration with the national government officials in their respective positions.

ORGANIZATION STRUCTURE

In pursuance of its mission as contained in the executive order 3 of 2015, the Department of Public Service and Management is mandated to:

ROADS SECTION

The road directorate is charged with planning, designing, developing and supervising of projects to ensure safe, durable, functional and economical building of roads and bridges.

Besides design work, the department also undertakes feasibility and technical investigations of sites, supervise the tendering procedures and logically resolve design and development problems associated with roads.

PUBLIC WORKS SECTION

This section facilitates provision and maintenance of building and other public works within the county. It also oversees development of design for public buildings, preparation of bill of quantities for building projects and other public works. The directorate provides projects and contract management services to building projects.

TRANSPORT AND SAFETY SECTION

This section oversees erection of road furniture, creation of bus bays, maintaining and improving transport systems, licensing, creation of transport policies and liaising with other players to enforce transport policies and regulations. The transport and safety department also includes the Fire Section which deals mostly with all types of disasters including fires, firefighting and rescue, emergency medical response services, trainings through lectures and demonstrations, drills, building inspections and enforcement of fire safety legislation/ compliance and fire investigations.

  • To upgrade and renovate health infrastructure to facilitate delivery of quality comprehensive health care services to the citizens of Bungoma County.
